David Sotelo, Esq.
President

Mr. Sotelo has been at the helm of Fidelity Mutual Capital since its inception. With over two decades of experience in the legal field, finance, and management sectors, he has played a pivotal role in shaping our strategic vision and fostering growth across all branches of our business. Hon. David Sotelo (Ret.) is a seasoned decision maker with over three decades of applied skills, knowledge and real-world legal experience as a Superior Court Judge, Court Commissioner, and Deputy District Attorney. A thoughtful and committed advocate of fairness and legal integrity, his expertise covers a very broad range of civil and criminal matters.
As an attorney, Judge Sotelo practiced criminal law, first as a white-collar criminal defense attorney, and later as a Los Angeles County Deputy District Attorney where he prosecuted countless jury trials. After the Rodney King Beating and Simi Valley trial, he was recruited into the District Attorney’s Special Investigations Division where he investigated and prosecuted police abuse and public official misconduct cases.
Prior to attending law school, Judge Sotelo worked as a full-time waiter/food server in Sausalito and San Francisco. During this time, he was elected as the on-the-job Shop Steward by more than 300 fellow employees and union members of AFL-CIO, Hotel, Bartenders, and Culinary Workers Union, Local 2. Later, as an older student with a family of four, Judge Sotelo entered law school with the intention of specializing in labor law.
Judge Sotelo’s lifelong commitment to community service includes serving as a member of the Board of Directors for the Mexican American Bar Foundation, member and President of the East Los Angeles Rotary Club, member of the Board of Directors of Beverly Hospital, and a member of the UCLA Law School Board of Advisors. Additionally, he co-founded and instructed the SHADES (Stop Hate and Delinquency by Empowering Students) outreach program at the Los Angeles Museum of Tolerance and continues to contribute as a volunteer Teen Court Judge.

Elliot Williams, Esq.

Chief Operating Officer
Mr. Elliot Williams oversees the daily operations of Fidelity Mutual Capital, ensuring efficiency and productivity. With a rich background in business management consulting, he brings insights that drive operational improvements and enhance company performance.
He earned a law degree and master’s degree in journalism from Columbia University, and a bachelor’s degree cum laude in art history from the University of Pennsylvania. He is a former Principal in The Raben Group’s Government Affairs Practice Group. With fifteen years of experience across all three branches of government, Elliot has worked with elected and appointed officials at the highest levels, and possesses a deep understanding of the legislative and executive branches of government.
Elliot joined Raben after nearly eight years as a senior political appointee in the Obama administration. There he honed his skills in management, coalition building, implementing policy, advocating agency positions, and counseling senior leadership. He served as Deputy Assistant Attorney General for Legislative Affairs at the Department of Justice, where he played significant roles in helping secure Senate confirmation for both Attorney General Loretta Lynch and Deputy Attorney General Sally Yates. He also managed a team that handled the Department’s legislative affairs activity dealing with antitrust, civil rights, criminal, environmental, immigration, and tax enforcement issues.
Prior to Justice, he spent several years as Assistant Director for Legislative Affairs at U.S. Immigration and Customs Enforcement. As the head of the agency’s legislative affairs efforts, he developed significant substantive expertise in immigration policy, as well as an understanding of the operational and political elements of policy change.
Elliot previously worked as Judiciary Counsel to now-Minority Leader Charles E. Schumer and started his career as a practicing attorney - first clerking for two federal judges, and then being accepted into to the Attorney General’s Honors Program, where he served as a Trial Attorney in the Justice Department’s Criminal Division.

David Richardson, Esq.

David Richardson serves as the new Executive Vice- President of Fidelity Mutual Capital, where he oversees corporate legal strategy, regulatory compliance, risk management, and the firm’s Business Management & Legal Consulting division.
With a background in civil rights litigation, corporate law, and national intelligence service, he provides strategic counsel that protects the firm’s interests and shapes its regulatory and governance frameworks across multiple industries.
David holds a BA in Business Administration from Wilmington College, a Juris Doctor from the University of Wisconsin College of Law (Summa Cum Laude).
David has been a leader in serveral corporate positions such as his tenture as the Senior Regional Operations Manager for 48Forty Services in Houston, Texas, and a Regional Vice-President at the FedEx Corporation in Memphis, TN.
His legal career began as an Assistant Federal Public Defender in Colorado Springs, followed by private practice as an Associate Attorney with Porter, Wright, Morris & Arthur LLP, where he focused on civil litigation. He later led a legislative investigative team for the Ohio Correctional Institution Inspection Committee, contributing to major criminal justice reforms through House Bill 86 and Senate Bill 222.
David’s public service includes roles as Staff Counsel to the U.S. Department of Homeland Security’s Office for Civil Rights and Civil Liberties, and a Trial Attorney in the U.S. Department of Justice Civil Rights Division. At Justice, he led nationwide investigations into civil rights violations involving state and local correctional institutions, resulting in hundreds of indictments and convictions for several local, state, and federal law enforcement officers.
He also served as Staff Counsel for the Office of the Director of National Intelligence where David managed a diverse portfolio of legal issues at the intersection of national security and federal policy where he provided critical legal guidance on matters of national security, intelligence oversight, and legislative affairs.
With a proven track record of operating within the highest levels of the U.S. Government and other corporate positions, David brings and enormous amount of value to our company with his unique perspective on risk management and complex business strategies for our national clients such as Ford Motor Company, Allied Health Networks, NationWide Insurance Company, The Manpower Group, and Traditional Logistics & Cartage, just to name a few.

Carter Stewart, Esq.

Mr. Stewart is the financial architect behind our investment strategies at Fidelity Mutual Capital. With a strong background in fund management, she ensures that our financial resources are effectively allocated to maximize returns and support our business objectives.
Stewart received a JD from Harvard Law School and holds an MA in Education Policy from Columbia University and received his undergraduate degree in Political Science from Stanford University. After law school, Stewart clerked for the Honorable Robert L. Carter, U.S. District Judge in the Southern District of New York, and the Honorable Raymond L. Finch, U.S. District Court Judge for the District of the Virgin Islands.
Prior to joining the Mellon Foundation, Stewart served as a managing director of the venture philanthropy Draper Richards Kaplan Foundation (DRK) where he played a lead role in sourcing new investments and grantees—primarily early-stage, justice-oriented organizations—and then worked closely with those organizations on strategy, scaling, organizational capacity building, and leadership development. Carter previously taught “Lawyers as Leaders” at the Ohio State University’s Moritz College of Law, and he was the lead investigator and co-author of a research evaluation of the City of Columbus, Ohio’s response to the 2020 summer protests.
Before DRK, Stewart served as the presidentially-appointed US Attorney for the Southern District of Ohio. In this role, he was responsible for prosecuting federal crime in a district which included Columbus, Cincinnati, and Dayton. Carter emphasized deterrence, crime prevention and alternatives to incarceration in his work. He created the district’s first community outreach position and established a community leadership committee geared toward building trust and improving communication between the public and law enforcement. He created the district’s first diversion program to allow individuals a means of avoiding a felony record while still being held accountable for their wrong-doing.
Stewart also took a leadership role at DOJ in addressing inequities in the criminal justice system through his work raising awareness about the school to prison pipeline and by chairing a working group of U.S. Attorneys focused on reducing racial disparities in the federal system.
Stewart also served on the Attorney General’s Advisory Committee and chaired the Attorney General’s Child Exploitation Working Group. He previously served as an Assistant U.S. Attorney in San Jose, CA, and he was a litigator at Vorys, Sater, Seymour and Pease LLP in Columbus, OH, and Bingham McCutchen LLP in San Francisco, CA. Prior to law school, Stewart was a New York City Urban Fellow and then taught history at Friends Seminary High School and in the Prep for Prep program.
